Independent Evaluation of the Effectiveness of the Office¡¯s Support for the Network of the National Focal Points of the Least Developed Countries

UN-OHRLLS planned the evaluation of the effectiveness of the Office¡¯s support to the network of the National Focal Points of the least developed countries in the proposed programme budget for 2024 . The evaluation aims to enhance the support provided to the LDCs National Focal Points and better tailor programmes to boost the capacity of NFPs and optimize the institutional arrangements in the implementation of the Programme of Action. In addition to this goal, the evaluation also is designed to enhance the accountability of the Office and help improve the efficiency in resource allocation and usage.

The evaluation assessed the effectiveness of UN-OHRLLS¡¯ support for the LDCs National Focal Points taking stock of past achievements and identifying gaps and formulating recommendations for future remedial actions. Based on UN-OHRLLS¡¯ inputs during the inception phase, the evaluation was designed to take into account the following expectations:

  • Assess the organizational and financial support provided to the NFPs, identify gaps and constraints, and frame new areas of possible support.
  • Devise modalities to enhance and institutionalize the support for NFPs through a more systematic and holistic approach, moving away from a piecemeal strategy while making more room to innovation.
  • Help design tailored capacity-building activities, focusing on increasing NFPs' exposure to sustainable development and empowering them to coordinate the implementation of sustainable development programmes at the national level.
  • Assess and provide options to secure consistent resource mobilization for the participation and engagement of NFPs.
  • Point out mechanisms to strengthen collaboration between NFPs and national stakeholders and United Nations Resident Coordinator Offices (RCO), ensuring that the NFPs play a critical coordinating role in implementing the Doha Programme of Action.
  • Identify approaches to improve cooperation between UN-OHRLLS and other UN entities, especially at the country level, for a more integrated approach to supporting LDCs through the NFPs.
  • Consider how to specify and mainstream a gender equality agenda in the activities NFPs network.

On that basis, the evaluation sought to generate feasible and impactful policy recommendations that can enhance the role and effectiveness of the NFPs in coordinating national implementation and monitoring of the Programme of Action.
