Remarks by Ms. Rabab Fatima at the Briefing to SIDS Resident Coordinators

Dear Colleagues,
I join USG Li in conveying my deep appreciation for your support in making the SIDS4 Conference a great success.
The Conference marked a significant milestone, culminating in the ambitious Antigua and Barbuda Agenda for SIDS -ABAS.
Now, our collective focus must shift to translating this ambition into tangible results for SIDS.
As highlighted by USG Li, the Inter-Agency Task Force has initiated work on developing the monitoring and evaluation framework.
With the June 2025 deadline approaching,
I urge each of your offices to actively engage in this crucial task to ensure timely completion.
In addition to the Monitoring and Evaluation Framework, I would like to share some reflections on how we can further enhance synergies and coordination for ensuring maximum impact.
Firstly 每 ABAS is the first SIDS programme of action since the reform of the UN development system.
This presents a unique opportunity for Resident Coordinators and UN Country Teams to play a key role in driving its implementation from the outset.
To seize this opportunity, it is imperative that ABAS is fully integrated into your respective work programmes. Ensuring that country teams under your leadership are up to speed with the ABAS and its deliverables is critical.
Aligning ABAS with national and regional priorities through the Sustainable Development Cooperation Frameworks will be equally vital to its success.
My office will collaborate closely with RC system to ensure coherence ensure coherence in implementation of ABAS at global, regional, and national levels.
Second - The SIDS National Focal Points network is pivotal in localizing the ABAS at the national level.
Just yesterday, the 5th annual SIDS National Focal Points meeting concluded successfully in Vanuatu.
It reaffirmed the network*s critical responsibility to integrate ABAS into national development plans.
However, NFPs cannot achieve this on their own.
The support of Resident Coordinator Offices and UN Country Teams will be indispensable, particularly in mobilizing national stakeholders for ABAS implementation.
At SIDS4, we launched a new NFP engagement strategy, which includes the development of an ABAS toolkit to assist NFPs in mainstreaming the POA into national strategies.
This toolkit will be aligned with the M&E framework, and we look forward to working closely with your efforts to advance this initiative.
Third 每 the recent adoption of the General Assembly resolution on the Multidimensional Vulnerability Index represents a major step forward in recognizing the unique vulnerabilities faced by developing countries, especially SIDS.
The MVI paves the way for more targeted and effective international support tailored to their specific needs.
I encourage all of you to advocate for the MVI in relevant forums, especially with international financial institutions.
Together with DESA, we are preparing a report outlining how the UN system can leverage the MVI in programmatic support for developing countries.
My Office is also engaging with IFIs, MDBs, and other Partners to explore how the MVI can be integrated into their operations.
Your contributions will be key in shaping these collective efforts .
Finally 每 the SIDS Global Business Network Forum in Antigua demonstrated the growing interest of the private sector in fostering robust public-private partnerships in SIDS.
As we look ahead to the 2026 Forum, we will work closely with Antigua and Barbuda, host of the SIDS Centre of Excellence, to complement the Centre*s Island Investment Forum and leverage innovative business solutions for SIDS.
I look forward to continued collaboration with all of you as we work to build a sustainable and resilient future for SIDS.
